Medford, Oregon (March 20, 2026) – Jackson County Library Services (JCLS) is pleased to announce the appointment of Frank Phillips as the Interim Library Director. The JCLD Board selected Phillips following a review process initiated by the District Board, and the organization is excited to welcome him into this leadership role.
A longtime Rogue Valley resident, Frank Phillips brings more than three decades of leadership experience from his work at St. Mary’s School, where he began in the library, and ultimately served as President. Under his leadership, the school grew significantly, strengthened its financial position, and expanded both its facilities and its international programming. Frank has also contributed extensively to the region through service on multiple local boards and long-standing community involvement.
Phillips’ deep local ties, strong organizational leadership background, and history of guiding institutions through growth and change position him well to support the library system during this important period of transition.

His leadership, long local history, and community connections will be valuable assets.”
In his interim capacity, Phillips will focus on reinforcing organizational stability, supporting systemwide initiatives, and ensuring continuity of services while the Board prepares for the next phase of long-term leadership planning.

Frank Phillips will step into the role effective March 23, 2026.
